Anoter tax for business? Should the Council go ahead?

Council agreed yesterday to go out to consultation with a proposal to support BIDs (Business Improvement Districts). This will allow suburban centres to club together to pay for street improvements, cleaning and so on in an attempt to boost economic growth. It is an interesting proposition and I think it should be debated. The downside is that it will be seen as another tax in a difficult economic time and as a mechanism to get business to pay for things that the Council should be doing anyway.
