Finding space for public servants in the CBD

An interesting article in The Dominion Post talking about government department's search for new office space in a constrainted environment. With the government looking to save money on lease costs, there is a drive for less room for office workers, a push to lease space outside of the CBD and to even permit the leasing of space that is not fully up to the Building Code.

A few points here: should the government be promoting the use of office space outside the CBD when there is so much vacant space anyway, is it acceptable to put people in buildings that aren't fully up to code and should we be squeezing public servants into even smaller office areas?
