Hopefully yes. I was a playcentre child and think the philosophy behind them is great and I support the right of parents to stay at home with their children.
But there is an interesting question to be raised about whether all taxpayers should pay to fund those who in some cases can afford to be there.
Being able to survive on one income is a luxury for most, many families need to survive on two incomes (where there are two parents of course).
All parents need to have that freedom to stay home with their children, but the question then very much becomes, can the country afford this? Skill wise, it is expensive to lose a worker to childcare duties and in some cases, income support will be needed as so many people are on relatively low incomes. A difficult issue.
